Recent Search and Rescue Operations and Technological Developments: April 13-27, 2025

We took last week off due to Easter- but plenty still going on. This week were highlighting ongoing efforts to enhance search and rescue capabilities across maritime, urban, and wilderness environments. Oh, and look, there’s a few conferences coming up, too.

Recent Search and Rescue Operations

North Dartmoor Search and Rescue Team Response

On April 16, 2025, the North Dartmoor Search and Rescue Team was deployed just before midnight to locate a lost walker who believed they were near Yes Tor in the UK. The search involved 15 people members, two Land Rovers, and a search dog team operating in extremely challenging weather conditions, including high winds, driving rain, hail, snow, and low temperatures. The missing walker was successfully located at 3:15 a.m., treated for hypothermia, and transferred to a hospital by ambulance. The team concluded their operation at 5:45 a.m.

Mediterranean Maritime Rescues

Several critical maritime rescue operations have occurred in the Mediterranean in recent weeks:

On April 23, 2025, EMERGENCY UK’s vessel Life Support rescued 82 people from a boat in distress. This operation is part of ongoing humanitarian efforts in the Mediterranean, where rescue ships continue to save lives of migrants attempting dangerous sea crossings.

Earlier, on April 18, 2025, the 10-year anniversary of the largest shipwreck in recent Mediterranean history was observed. This tragedy, which occurred on April 18, 2015, resulted in the loss of more than 1,100 lives when an overcrowded fishing vessel capsized between Libya and Italy. The commemoration serves as a stark reminder of the ongoing humanitarian crisis in the Mediterranean Sea.

Scheduled Search and Rescue Exercises and Events

Indian Coast Guard Regional SAR Exercise

The Indian Coast Guard Region (East) conducted a Regional-level Search and Rescue (SAR) Exercise on April 24, 2025. This exercise aimed to revalidate and enhance coordination among various maritime and civil agencies. Such exercises are critical for maintaining operational readiness and improving interagency cooperation during actual emergencies.

FDNY Search & Rescue Field Medicine Symposium

The 12th Annual FDNY Search & Rescue Field Medicine Symposium is currently taking place from April 24-27, 2025. This comprehensive event brings together military, federal, state, and local medical responders to share experiences and best practices. The symposium includes workshops, lectures, panel discussions, hands-on skills scenarios, and a vendor showcase featuring the latest equipment and products.

Upcoming Burke County Land and Water Search & Rescue Exercise

Burke County, North Carolina, has scheduled a major Land and Water Search & Rescue Exercise for May 15-18, 2025. This wide-area search exercise is designed to test water and land search and rescue capabilities to mobilize, integrate, and deploy search and rescue assets in response to large-scale flooding incidents and lost persons in flooding and wilderness environments. The exercise will incorporate dynamic and static water rescue, wide area search, logistics, communications, command and control, and will utilize both air and ground resources. Perfect time to prep for the summer season. 🌀🌪️

Technological and Policy Developments

Next-Generation UAVs for Search and Rescue

A significant advancement was reported on April 22, 2025, regarding the development of improved Aerial Person Detection (APD) technologies for Unmanned Aerial Vehicles (UAVs). Researchers from Northwestern Polytechnical University and Yan’an University have created an AI-powered APD system designed to enhance the detection of individuals in aerial images captured by drones. This system addresses critical challenges such as occlusion, scale variation, and changing lighting conditions, with the goal of increasing the precision and reliability of search and rescue operations, particularly in remote and inaccessible areas.

New Mexico Search and Rescue Act Update

On April 7, 2025, New Mexico’s Senate Bill 353 was signed into law, updating the state’s Search and Rescue Act. This legislative change establishes comprehensive protocols for emergency response coordination among federal, state, local, and tribal agencies. The bill expands definitions related to search and rescue, clarifies terms, and defines who can initiate and coordinate search and rescue missions. It requires the state SAR resource officer to develop standardized criteria for notifying the state SAR control agency during emergencies through a collaborative process involving emergency responders and volunteer organizations. These changes aim to improve communication, coordination, and efficiency in search and rescue operations across different government levels, with provisions set to take effect on January 1, 2026.

Future Maritime Search & Rescue Conference

Looking further ahead, the Maritime Search & Rescue (MSAR) 2025 conference, titled “A New Wave of MSAR Excellence,” is scheduled for September 30 – October 2, 2025, in Southampton, UK. This event will bring together global experts, industry leaders, and innovators to explore the latest challenges, technologies, and strategies in maritime search and rescue. Key sessions will focus on international collaboration, operational resilience, and cutting-edge advancements in automation, AI, and training.
